Executive Management

Mr. Taha ÇAKMAK, who completed his studies in Business Administration in English at Hacettepe University’s Faculty of Economics and Administrative Sciences, worked as an Assistant Inspector at the Social Security Institution in 2005 and then held various positions at Ziraat Bank from 2005 to 2019, including Inspection Board Inspector, Operation Center Department’s Operations Design Manager, Branch Manager of Ankara Retail Branch, Human Resources Department Manager and Ankara Public Corporate Branch Manager. Following his role as Office Head at the Turkish Privatization Administration of the Ministry of Treasury and Finance in 2019, Mr. Taha ÇAKMAK served as Vice President at the Banking Regulation and Supervision Agency from 2019 to 2021, and as Vice President at the Central Bank of the Republic of Türkiye from 2021 to 2023. Since August 3, 2023, Mr. Taha ÇAKMAK has held positions as the General Manager and Deputy Chairman of the Board of Directors at Türkiye Sigorta and Türkiye Hayat Emeklilik. Mr. ÇAKMAK is also working as Chairman of Board of Directors of Tarım Sigortaları Havuz İşletmesi, Chairman of Board of Directors of OSEM, Vice Chairman of Board of Directors of Turk P&I Sigorta and member of Board of Directors of Pension Supervision Center.

Mr. Çağrı Akpınar graduated from Marmara University’s Banking and Insurance Vocational School in 2003, and finished the postgraduate studies in the Banking and Insurance Department at the same university in 2007. Mr. Akpınar, who has started his working life in 2007 as Sales Consultant in Corporate Sales Department of Aviva Sigorta, worked as Assistant Manager in Non-Auto Insurances Technical Department of Güneş Sigorta between 2009-2017 and Director in Non-Auto Insurances Technical Department of Halk Sigorta between 2017-2019. While working a Senior Manager at Marsh Sigorta ve Reasürans Brokerliği in 2019, Mr. Akpınar began working as Non-Auto Insurances Director at Türkiye Sigorta in December 2019. On September 6, 2023, Mr. Akpınar was appointed as the Technical Assistant General Manager at Türkiye Sigorta. Mr. Akpınar is also working as Member of Board of Directors of Turk P&I Sigorta.

Graduated from Computer Engineering department of Boğaziçi University, Ms. Çiğdem Kılıç completed her postgraduate study in Finance Engineering department of the same university and then completed Information Technology Law Postgraduate Study at Bilgi University. Ms. Çiğdem Kılıç started working at Garanti BBVA Teknoloji in 1999 as Software Engineer and then worked as a leader in the areas of information technologies service management and strategy. After working as Country Professional Services Director at Broadcom (formerly CA) Türkiye between 2018 and 2020, she worked as New Generation Technologies Middleware Applications Director at Softtech. In 2023, she was appointed as Member of Board of Directors of Maxitech, an affiliate of Softtech in Silicon Valley, and assumed the role of presidency there and later worked as Assistant General Manager in Softtech. As of January 2024, Ms. Kılıç offered executive management consultancy and leadership trainings in the company she established, known as Chikara. She is currently pursuing her doctoral degree in the Management Information Systems department at Kadir Has University. Ms. Kılıç not only has a professional career, but she also teaches undergraduate and postgraduate classes on “Management Information Systems and Information Law” at universities. As of March 7, 2024, Ms. Kılıç was appointed as Assistant General Manager for Information Technologies at Türkiye Sigorta and Türkiye Hayat Emeklilik. Ms. Kılıç serves on the Board of Directors for OSEM and the Turkish Informatics Foundation, as well as the executive committee of AITR.

Graduated from Business Administration department at Karadeniz Technical University in 2005, Dr. Doğan Başar completed his postgraduate and doctorate studies in Social Sciences Institute at Gebze Technical University in the areas of Strategy Science and Human Resources, respectively. He has worked as Human Resources Manager in various companies of the finance industry, including Türk Eximbank and Borsa Istanbul, and he performed academical studies in the area of human resources in London, England and Tomas Bata University of Czechia for approximately 2 years. He worked as Lecturer, Head of Department and Vocational School Headmaster at Bolu Abant İzzet Baysal University in his academic life. He also worked as Member of Board of Directors and Compensation Committee of BKM between 2021 and 2023. Dr. Başar, who recently worked as Human Resources General Manager of the Central Bank of the Republic of Türkiye between January 2020 and August 2023, wrote several national and international articles as well as book chapters in the area of human resources. As of September 6, 2023, Dr. Başar started to work as Assistant General Manager for Human Resources, Strategy and Support Services at Türkiye Sigorta and Türkiye Hayat Emeklilik. Currently, Dr. Başar is a Member of Board of Directors of Turk P&I Sigorta.

After graduating from Economics department of Middle East Technical University in 2006, Mr. Eniz Ünal started to work as Assistant Inspector in Board of Inspection of Ziraat Bank in 2007. He held several positions at Ziraat Bank until 2020, such as Inspector, Manager of Branch Operations Department, Manager of Human Resources Department and Branch Manager. Ünal began working at the Central Bank of the Republic of Türkiye in 2020, serving as Assistant General Manager for Human Resources before transitioning to General Manager for Audit in 2022. Mr. Eniz Ünal started to work as Assistant General Manager for Bankassurance Sales in our Türkiye Sigorta ve Türkiye Hayat Emeklilik company as of 15 December 2023.

After graduating in 1995 from Robert College, Gürol Sami Özer received his bachelor's degree from Boğaziçi University, Faculty of Business Administration in 1999 and his master's degree from Bilgi University, MBA program in 2008. Mr. Özer started his professional career as an MT at Körfezbank A.Ş. in 1999 and worked as a specialist in the Treasury Department of Körfezbank between 1999 and 2000, and as Treasury Senior Specialist, Assistant Treasury Manager and Treasury Director at Calyon Bank Türk A.Ş. between 2001 and 2008. Between 2009 and 2014, he worked at Denizbank A.Ş. as Trading and Derivatives Department Manager. In 2015, Mr. Özer joined Vakıf Emeklilik as the Fund Management and Economic Research Department Manager and since 2020, he has been the Fund Management & Economic Research Director at Türkiye Sigorta ve Türkiye Hayat Emeklilik A.Ş. Mr. Özer was appointed as Assistant General Manager of Treasury and Pension Operations on May 15, 2025.

Graduated from Management Engineering Department of Istanbul Technical University in 2003, Mr. Kürşat Pedis started his career as an Expert in Non-Auto Damages Department at Garanti Sigorta in 2004. He worked as a Manager in the same Department between 2008 and 2016 and as Non-Auto Damages Manager at Allianz Sigorta between 2016 and 2019. Mr. Kürşat Pedis, who worked as Non-Auto, Physical and Healthcare Damages Group Manager at Güneş Sigorta as of November 2019, continued to work as Non-Auto Damages Director at Türkiye Sigorta after the merger of insurance companies on 31 August 2020. Mr. Akpınar was appointed as Assistant General Manager for Damages at Türkiye Sigorta on July 2, 2021.

Graduated from Banking and Insurance Vocational School at Marmara University in 2002, Mr. Mehmet Turgay Özata has completed his postgraduate study in Insurance Department at Istanbul Commerce University in 2016. Mr. Mehmet Turgay Özata, who started his work life as Financial Consultant at Daçka Sigorta Aracılık Hizmetleri in 2000, worked as Agencies Sales Support Staff, Collections Officer and Damages Supervisor at Şeker Sigorta between 2005 and 2007. After his position as Insurance Sales Consultant at Generali Sigorta in 2008, Mr. Özata worked as Agencies Sales Supervisor and Agencies Sales Assistant Director at Demir Sigorta between 2009 and 2012. Mr. Mehmet Turgay Özata, who started to work at Güneş Sigorta as of 2013, was assigned as Agencies Sales Director in 2019. He was then assigned as Agency Performance and Productivity Tracking Director at Türkiye Sigorta as of 1 September 2020 following the merger and as Agencies Sales Director after the organizational change performed in 2021. Mr. Özata assumed the position of Agencies Sales Director in 2022. Mr. Mehmet Turgay Özata was assigned as Assistant General Manager for Agencies Sales of Türkiye Sigorta and Türkiye Hayat Emeklilik as of 2 November 2023..

Graduated from Department of Economics of Gazi University in 2006, Ms. Melike Nur Çınar has completed her postgraduate study in Business Management MBA program of Yıldız Technical University between 2021 and 2022. Ms. Çınar, who started her career as an expert at Eureko Sigorta in 2007, worked as Manager at Ak Sigorta between 2015 and 2017 and as Auto Accidents Unit Manager at Halk Sigorta between 2017 and 2019. Following her transfer to Güneş Sigorta in 2019, she worked as Director in Auto Insurances and Actuary Department and she continued in the same position at Türkiye Sigorta and Türkiye Hayat Emeklilik after the merger. Ms. Çınar was assigned as Assistant General Manager for Auto and Agriculture Insurances and Actuary at Türkiye Sigorta and as Assistant General Manager for Actuary at Türkiye Hayat Emeklilik as of 2 November 2023.

Graduated from Department of Economics in English of Istanbul University in 2010, Mr. Murat Süzer has completed his postgraduate study in Executive MBA program of Sabancı University between 2019 and 2020. Mr. Süzer started his career in 2010 at KPMG, an international audit and consultancy company. Mr. Murat Süzer, who worked as an assistant, senior specialist and manager in financial audit projects conducted in insurance industry, has attended several trainings in and abroad regarding the industry and financial management and provided support to international projects. Mr. Süzer, who started to work as Accounting and Financial Reporting Manager at Güneş Sigorta in February 2016, worked as Financial Affairs Group Manager, responsible for Collections Department, General Accounting Department, Budget Reporting and Investor Relationships Department and Technical Accounting Department, as of May 2019. Mr. Süzer, who assumed the position of Financial Affairs Director of Türkiye Sigorta and Türkiye Hayat Emeklilik following the merger of insurance and pension companies, was assigned as Assistant General Manager for Financial Management of Türkiye Sigorta and Türkiye Hayat Emeklilik on 15 December 2020. Mr. Süzer has Certified Public Accountant (SMMM) and CMB Advanced Level (Level 3) license. Mr. Süzer, who left his position at Türkiye Sigorta and Türkiye Hayat Emeklilik in March 2023, started to work as Assistant General Manager for Financial Management of Türkiye Sigorta and Türkiye Hayat Emeklilik as of October 2023. Mr. Süzer is also a member of Board of Directors of OSEM.

After completing her undergraduate study in Nursing Department of Istanbul University, Ms. Tuba Buldu has completed her postgraduate study in Pulmonary and Chest Diseases Department of Cerrahpaşa Medical Faculty of Istanbul University and certification programs in Healthcare Information Technologies department of METU. After her positions in healthcare industry, Ms. Tuba Buldu entered insurance industry at Allianz Sigorta in 2000 and then worked as the Director of Healthcare Production, Underwriting, Product Management, Network, Provisions and Collections business units of Eureko Sigorta. Ms. Buldu started to work as Assistant General Manager for Health Insurances at Türkiye Sigorta as of 1 September 2022.

Mr. Mahmut Subutay Çelik, who graduated from Department of Public Administration of Faculty of Economics and Administrative Sciences of Gazi University, completed his master’s degree at Hoca Ahmet Yesevi Turkish-Kazakh University. Mr. Çelik, who started to work as an Inspector at Ziraat Bank’s Inspection Board in Ankara in 1998, served as Chief Inspector, Information Security Manager and Secure Operations Manager at the same bank. Mr. Çelik also worked as Branch Manager at different branches of Ziraat Bank as of 2013. Following his work at Ziraat Bank, Mr. Çelik started to work as West Black Sea Regional Manager in Bankassurance Sales Department of Türkiye Sigorta on 16 July 2024. Mr. Çelik was appointed as the Head of Internal Systems as of 26 September 2024.
