Deputy Chairman of Board of Directors and General Manager
Mr. Taha ÇAKMAK, who completed his studies in Business Administration in English at Hacettepe University’s Faculty of Economics and Administrative Sciences, worked as an Assistant Inspector at the Social Security Institution in 2005 and then held various positions at Ziraat Bank from 2005 to 2019, including Inspection Board Inspector, Operation Center Department’s Operations Design Manager, Branch Manager of Ankara Retail Branch, Human Resources Department Manager and Ankara Public Corporate Branch Manager. Following his role as Office Head at the Turkish Privatization Administration of the Ministry of Treasury and Finance in 2019, Mr. Taha ÇAKMAK served as Vice President at the Banking Regulation and Supervision Agency from 2019 to 2021, and as Vice President at the Central Bank of the Republic of Türkiye from 2021 to 2023. Since August 3, 2023, Mr. Taha ÇAKMAK has held positions as the General Manager and Deputy Chairman of the Board of Directors at Türkiye Sigorta and Türkiye Hayat Emeklilik. Mr. ÇAKMAK is also working as Chairman of Board of Directors of Tarım Sigortaları Havuz İşletmesi, Chairman of Board of Directors of OSEM, Vice Chairman of Board of Directors of Turk P&I Sigorta and member of Board of Directors of Pension Supervision Center.

Mr. Çağrı Akpınar graduated from Marmara University’s Banking and Insurance Vocational School in 2003, and finished the postgraduate studies in the Banking and Insurance Department at the same university in 2007. Mr. Akpınar, who has started his working life in 2007 as Sales Consultant in Corporate Sales Department of Aviva Sigorta, worked as Assistant Manager in Non-Auto Insurances Technical Department of Güneş Sigorta between 2009-2017 and Director in Non-Auto Insurances Technical Department of Halk Sigorta between 2017-2019. While working a Senior Manager at Marsh Sigorta ve Reasürans Brokerliği in 2019, Mr. Akpınar began working as Non-Auto Insurances Director at Türkiye Sigorta in December 2019. On September 6, 2023, Mr. Akpınar was appointed as the Technical Assistant General Manager at Türkiye Sigorta. Mr. Akpınar is also working as Member of Board of Directors of Turk P&I Sigorta.

Graduated from Computer Engineering department of Boğaziçi University, Ms. Çiğdem Kılıç completed her postgraduate study in Finance Engineering department of the same university and then completed Information Technology Law Postgraduate Study at Bilgi University. Ms. Çiğdem Kılıç started working at Garanti BBVA Teknoloji in 1999 as Software Engineer and then worked as a leader in the areas of information technologies service management and strategy. After working as Country Professional Services Director at Broadcom (formerly CA) Türkiye between 2018 and 2020, she worked as New Generation Technologies Middleware Applications Director at Softtech. In 2023, she was appointed as Member of Board of Directors of Maxitech, an affiliate of Softtech in Silicon Valley, and assumed the role of presidency there and later worked as Assistant General Manager in Softtech. As of January 2024, Ms. Kılıç offered executive management consultancy and leadership trainings in the company she established, known as Chikara. She is currently pursuing her doctoral degree in the Management Information Systems department at Kadir Has University. Ms. Kılıç not only has a professional career, but she also teaches undergraduate and postgraduate classes on “Management Information Systems and Information Law” at universities. As of March 7, 2024, Ms. Kılıç was appointed as Assistant General Manager for Information Technologies at Türkiye Sigorta and Türkiye Hayat Emeklilik. Ms. Kılıç serves on the Board of Directors for OSEM and the Turkish Informatics Foundation, as well as the executive committee of AITR.

He has worked as Human Resources Manager in various companies of the finance industry, including Türk Eximbank and Borsa Istanbul, and he performed academical studies in the area of human resources in London, England and Tomas Bata University of Czechia for approximately 2 years. He worked as Lecturer, Head of Department and Vocational School Headmaster at Bolu Abant İzzet Baysal University in his academic life. He also worked as Member of Board of Directors and Compensation Committee of BKM between 2021 and 2023. Dr. Başar, who recently worked as Human Resources General Manager of the Central Bank of the Republic of Türkiye between January 2020 and August 2023, wrote several national and international articles as well as book chapters in the area of human resources. As of September 6, 2023, Dr. Başar started to work as Assistant General Manager for Human Resources, Strategy and Support Services at Türkiye Sigorta and Türkiye Hayat Emeklilik. Currently, Dr. Başar is a Member of Board of Directors of Turk P&I Sigorta.
