Atilla Benli (General Manager)

After graduating from Darüşşafaka High School, holding a Bachelor’s Degree in Public Administration from İstanbul University, Atilla Benli completed his master’s degree in the field of Insurance at Marmara University.

He started his career as an Auditor at Garanti Bank, where he after served as Branch and Unit Manager. Atilla Benli, having served as Unit Manager responsible for various units in the Financial Affairs, Operation, Agencies and Brokers Distribution Sales Channel at Garanti Sigorta, joined BNP Paribas Cardif in 2007 in the position of Executive Vice President in charge of Financial Affairs, HR, Claims and Legal Affairs units.

Atilla Benli after served as Executive Vice President in charge of the Claims Group at Groupama Sigorta and Groupama Hayat ve Emeklilik, and Executive Vice President responsible for Sales, Finance and Accounting, HR, Technical and Actuarial Units at Vakıf Emeklilik.

He functioned as the Executive Vice President responsible for the Claims Group at Zurich Sigorta from 2016, where he continued to serve as Executive Vice president responsible for Sales and Distribution Channels and Board Member from 2018.

Having started to serve as a Güneş Sigorta Board Member and General Manager as of January 16, 2019, he assumed the Chairman of the Board of Directors of the related public insurance companies during the transition phase of the merger of public insurance companies.

As of the merger of public insurance companies on 31 August 2020 and public pension companies on 1 September 2020, he became the Chairman of the Executive Board of Türkiye Sigorta and Türkiye Hayat Emeklilik. On 15 December 2020, he was appointed as the General Manager of Türkiye Sigorta and Türkiye Hayat Emeklilik, in addition to his position as the Chairman of the Board of Directors. As of March 31, 2021, Atilla Benli has been serving as the Vice Chairman of the Board of Directors and General Manager of Türkiye Sigorta and Türkiye Hayat Emeklilik.

Atilla Benli is also serve as the President of Insurance Association of Turkey, Chairman of Güvence Hesabı (Assurance Account) Committee, Chairman of the Board of TARSİM Tarım Sigortaları A.Ş. (Agricultural Insurance Pool), Chairman of the Board of JCR Avrasya Rating A.Ş. and Vice Chairman of the Board of Türk P&I Sigorta. Atilla Benli also continues to serve Board Member of TWF Finansal Yatırımlar A.Ş., Pension Reserve Fund of the Council of Europe, Emeklilik Gözetim Merkezi A.Ş. and Birleşik İpotek Finansmanı.

Bilal Türkmen (Assistant General Manager)

After graduating from Ankara Atatürk Anatolian High School, Bilal Türkmen started his undergraduate studies in the Department of Statistics at Hacettepe University and received his degree in Business Administration from Akdeniz University. He started his business life in 2010 as an analyst at Atheneum Partners, a management consultancy firm in Germany. He stepped into the insurance industry with the “Management Trainee” program at Aksigorta. He transferred to the Ministry of Treasury and Finance in 2012, where he worked as Senior Specialist in the Directorate General of Insurance, before joining Eureko Sigorta, the Technical Operator of TCIP, in October 2018 and functioned as Deputy Secretary General of TCIP.

Bilal Türkmen joined the Güneş Sigorta family in August 2019 as the Group Manager responsible for Strategy, Project Management, Process Management and Corporate Communication, plus Management Coordination functions. He was appointed as Assistant General Manager of Strategy and Transformation at Güneş Sigorta, Halk Sigorta, Ziraat Sigorta, Vakıf Emeklilik, Ziraat Emeklilik and Halk Emeklilik on 1 June 2020.

With the merger of public insurance companies on 31 August 2020 and public pension companies on September 1, 2020, Bilal Türkmen served as Assistant General Manager of Strategy and Digital Transformation at Türkiye Sigorta and Türkiye Hayat Emeklilik. As of June 2, 2021, he has been serving as Assistant General Manager of Strategy, Digital Transformation and Marketing.

Bilal Türkmen has advanced level of English and intermediate knowledge of German. Bilal Türkmen is a member of the Board of Directors of Türk P&I AŞ and Cyprus Regional Office.

Doğukan Karakaya (Assistant General Manager)

Having graduated from the Insurance Department at Marmara University in 2004, Doğukan Karakaya received his MBA from Yeditepe University in 2010, and qualified for specializing in the Marketing Department.

He started his career in 2003 at Garanti Bank Retail Banking as a “Management Trainee”; he worked at Marsh Insurance and Reinsurance Brokerage between 2005 and 2008 before returning to Garanti Bank’s Corporate Banking and Loans division in 2008 where he worked until 2009.

From 2009, he undertook various roles in the Reinsurance and Business Development, Enterprise Technical, Product Management and Marketing Departments at Sompo Sigorta. Most recently, he worked as the Marketing Director at Sompo Sigorta. He has expertise in Product and Campaign Management, Distribution Channel Management, Digital Marketing, Customer Experience, PR and Corporate Communications. He also participated in numerous domestic and international training programs and projects associated with the aforementioned areas.

Doğukan Karakaya was appointed as Assistant General Manager to Güneş Sigorta and Halk Sigorta in June 2020, and after the merger of public insurance companies, he continue to serve as Assistant General Manager of Agency Sales and Marketing at Türkiye Sigorta and Türkiye Hayat Emeklilik on December 2020. As of June 2, 2021, he has been serving as Assistant General Manager responsible for Agency Sales.

Fatih Yıldız (Assistant General Manager)

Having graduated from the Department of Labor Economics and Industrial Relations from Cumhuriyet University, Fatih Yıldız started his career at Finansbank in 2005.

Fatih Yıldız then joined Yıldız Holding Retail Group, where he worked as HR Specialist and HR and Training Manager at Bizim Toptan Satış Mağazaları AŞ between 2007 and 2013, HR Manager at Şok Marketler Ticaret AŞ between 2013-2015, and HR Manager at Bizim Toptan Satış Mağazaları AŞ between 2015-2018. He was the HR Manager at Bereket Sigorta AŞ and Bereket Hayat ve Emeklilik AŞ in 2018.

Fatih Yıldız joined Güneş Sigorta on 17 June 2019 as Group Manager of HR, Training, Procurement and Administrative Services. Appointed as Assistant General Manager responsible for HR, Training, Procurement and Administrative Services of Ziraat Sigorta, Vakıf Emeklilik, Ziraat Emeklilik and Halk Emeklilik on 9 June 2020, Fatih Yıldız has worked as Assistant General Manager responsible for HR, Training, Procurement and Administrative Services of Güneş Sigorta and Halk Sigorta as of 15 June 2020.

Fatih Yıldız has been serving as Assistant General Manager responsible for HR, Training, Procurement and Administrative Services of Türkiye Sigorta and Türkiye Hayat Emeklilik upon the merger of public insurance companies on 31 August 2020 and public pension companies on 1 September 2020.

Güray Çelik (Assistant General Manager)

Having graduated from the Department of Public Finance under the Faculty of Economics and Administrative Sciences at Uludağ University, Güray Çelik has 20 years of managerial experience in sales, 14 years in private pension and insurance industry, and 7 years in omni-channel management.

He joined Vakıf Emeklilik in 2006 in the position of Assistant Manager of Corporate Sales, in which department he later rose to the titles of Corporate Sales Manager, Corporate Sales and Agencies Department Manager and Director.

Having assumed the position of Assistant General Manager responsible for Sales Management from 17 August 2018, Güray Çelik has been functioning as Assistant General Manager of Sales Management at Türkiye Hayat Emeklilik upon the merger of public pension companies on 1 September 2020. He has been serving as Assistant General Manager of Sales Management at Türkiye Sigorta and Türkiye Hayat Emeklilik from 15 December 2020. Güray Çelik is married and has two children.

Murat Süzer (Assistant General Manager)

Having graduated from the Department of Economics (in English) at İstanbul University in 2010, Murat Süzer completed the Executive MBA program at Sabancı University in 2020.

Murat Süzer started his career in 2010 at KPMG, an international audit and consulting firm. Having been involved in financial audit projects conducted in the insurance industry as an assistant, senior specialist and manager, Murat Süzer took part in various training programs related to the industry and financial management in and out of Turkey, and extended support to overseas projects as well.

Having started to work at Güneş Sigorta in February 2016 as Accounting and Financial Reporting Manager, Murat Süzer has worked as Finance Department Group Manager in charge of Collections, General Accounting, Budget Reporting and Investor Relations, and Underwriting Accounting functions from May 2019.

Having assumed the role of Finance Director of Türkiye Sigorta and Türkiye Hayat ve Emeklilik upon the merger of public insurance companies on 31 August 2020 and of public pension companies on 1 September 2020, Murat Süzer was appointed as Assistant General Manager of Finance (CFO) at Türkiye Sigorta and Türkiye Hayat Emeklilik from 15 December 2020.

He is a Certified Public Accountant (CPA), holds an Advanced Level (Level 3) license from the CMB, and has good command of English. Murat Süzer is a member of the Board of Directors of Türk P&I AŞ and Cyprus Regional Office.

Nurcan Tunçdöken (Assistant General Manager)

Nurcan Tunçdöken graduated from Department of Mathematical Engineering at İstanbul Technical University, in 1989. Nurcan Tunçdöken executed as Manager in Güven Sigorta, Groupama Sigorta and Ziraat Sigorta, respectively. Most recently, Ms. Tunçdöken assumed the role of Domestic Subsidiaries Portfolio Manager at Ziraat Teknoloji.

Nurcan Tunçdöken was appointed to the Assistant General Manager of Bancassurance Management at Türkiye Sigorta and Türkiye Hayat Emeklilik, as of October 1, 2021.

Remzi Duman (Assistant General Manager)

Having graduated from the Mathematics and Actuarial Mathematics departments at Boğaziçi University in 2003, Remzi Duman started his career in the Reinsurance Department of Eureko Sigorta as an Associate in 2004, where he rose to the position of Manager in 2007 and Director of Reinsurance, Special Risks and Credit in 2013. He became Assistant General Manager of Underwriting at Halk Sigorta in 2017.

Remzi Duman, having served as Assistant General Manager responsible for Technical, Operations, Reinsurance and Claims units at IBS Insurance and Reinsurance Brokering as of October 2018, he started to work as Assistant General Manager responsible for Technique at Güneş Sigorta in May 2019. In June 2020, he was appointed as Assistant General Manager of Technique and Claims at Güneş Sigorta, Ziraat Sigorta and Halk Sigorta.

After the merger of public insurance companies on 31 August 2020, he served as Assistant General Manager of Technique and Claims at Türkiye Sigorta. Remzi Duman has been serving as the Assistant General Manager of Technique at Türkiye Sigorta and Türkiye Hayat Emeklilik as of June 2, 2021. Remzi Duman is married and has two children.

Hei also continues his duties as the Chairman of the Board of Directors of the Türkiye Motorlu Taşıt Bürosu and a member of the Board of Directors of Türk P&I AŞ.

Sevda Mersin (Assistant General Manager)

Sevda Mersin, having graduated from the Ümraniye Anatolian High School, graduated from Department of Computer Engineering at Yıldız Technical University. Sevda Mersin started her career as a Software Development Specialist at Workcube E-İş Sistemleri in 2006, and worked as a Software Developer, Analyst, Project Manager. Sevda Mersin also served as Software Development Director in many ERP transformation projects in this Company and worked as Software Development Manager at Pronet Security between from 2014 to 2018.

In 2018, Sevda Mersin was appointed as the General Manager of Information Technologies at the Ministry of Treasury and Finance. Sevda Mersin executed as General Manager for three years in the establishment of the General Management and the execution of the transformation projects. Sevda Mersin carried out many projects such as One Million Software Developers, Open Source Transformation, Public Integrated ERP System, Joint Big Data Platform projects at this Institution.

Sevda Mersin was appointed to the Asisstant General Manager of Information Technologies at Türkiye Sigorta and Türkiye Hayat Emeklilik, as of October 1, 2021.

Şebnem Ulusoy (Assistant General Manager)

Having graduated from Ankara University Faculty of Law in 1992, Şebnem Ulusoy received her attorney’s license in 1993 after completing her residency at Ankara Bar Association. She received her LLM in the European Union Law in 1996 at the University of Kent at Canterbury, where she studied on Jean Monnet scholarship she earned in 1995.

She worked as Assistant Specialist in the Directorate General of Foreign Capital at the Undersecretariat of Treasury and Foreign Trade in 1994, Treasury Specialist in the Directorate General of Insurance at the Undersecretariat of Treasury between 1995-2002, and as Branch Manager in the Directorate General of Insurance from 2002, she worked as a Senior Associate at Paksoy Law Firm between 2008 and 2010.

Having functioned as Assistant General Manager at Groupama Sigorta and Groupama Emeklilik from 2010, Şebnem Ulusoy was appointed as Assistant General Manager of Legal Affairs of Güneş Sigorta on 10 August 2020.

As of the merger of the public insurance companies on 31 August 2020 and the public pension companies on 1 September 2020, Şebnem Ulusoy continues to serve as the Assistant General Manager of Law at Türkiye Sigorta and Türkiye Hayat Emeklilik.

Şebnem Ulusoy also continues to serve as a member of the Life and Pension Management Committee of the Insurance Association of Turkey.

Kürşat Pedis (Assistant General Manager)

Kürşat Pedis, who graduated from İstanbul Technical University, Department of Management Engineering in 2003, started his business career in 2004 at Garanti Sigorta as an Expert in the Non-Auto Claims department.

Kürşat Pedis, who served as the Manager between 2008-2016 in the same departmant, served as the Non-Auto Claims Manager at Allianz Insurance between 2016-2019.

Kürşat Pedis, having served as the Non-Auto, Body and Health Claims Group Manager at Güneş Sigorta as of November 2019, he continued his senior duty as Türkiye Sigorta Non-Auto Claims Director with the merger of public insurance companies on 31 August 2020.

As of June 2, 2021, Kürşat Pedis was appointed as Assistant General Manager of Damage and Health Insurances at Türkiye Sigorta.

Volkan Sinan (Assistant General Manager)

Volkan Sinan holds a bachelor’s degree in Tourism and Travel Services Management from Adnan Menderes University, and a master’s degree in Tourism and Hotel Management from Akdeniz University.

He started his business life at Vakıf Emeklilik in 2003, where he worked as, in order, Financial Investment Advisor, Senior Specialist, Supervisor, Deputy Regional Manager, Mediterranean Regional Manager, Manager of Bankassurance and Regional Management, and Director of Bankassurance and Regional Management.

Volkan Sinan served as Assistant General Manager in charge of Marketing Management and Customer Services at Vakıf Emeklilik. After the merger of public pension companies on September 1, 2020, Volkan Sinan served as Assistant General Manager of Marketing Management and Customer Services at Türkiye Hayat Emeklilik and Assistant General Manager of Bancassurance at Türkiye Sigorta and Türkiye Hayat Emeklilik, respectively.

As of October 1, 2021, he was appointed as Assistant General Manager of Subsidiaries at Türkiye Sigorta and Türkiye Hayat Emeklilik. Volkan Sinan is married and has two children.
